Parking and Traffic Rules and Regulations

GENERAL INFORMATION

Fullerton College is located in a large suburban setting.  At the present time, the college has a student enrollment of over 20,000 and a staff of approximately 1,100.  Fullerton College has 3,531 parking spaces for the student population and 585 for staff.  The ratio of parking spaces to the user population is substantially less than a desired level.  Therefore, effective management of available spaces, along with appropriate parking enforcement, is necessary.  The administration of Fullerton College recognizes the need for additional parking for students and staff and, with the recent passage of a bond fund, new parking facilities are planned to substantially increase both student and staff parking.

Purpose of Parking Regulations

This document includes the proposed changes in our parking policies that will go into effect spring 2003.  The document takes into consideration comments from several hundred staff and students and is designed to improve the traffic management system on campus.

It is recognized that, with limited parking spaces for the student and staff populations of Fullerton College, reasonable and effective parking management and enforcement must occur.  Such enforcement is the beginning of, but not a definitive answer to, addressing parking problems on the campus.

Parking Procedures

Included in the Parking Procedures is a description of enforcement practices, parking restrictions, the citation fee schedule, parking assignment procedures, types of permits, permit displays and permit violations.

Concept of Enforcement – Fair and Equitable

It is important to understand that parking enforcement at Fullerton College is a necessary part of the overall parking management system currently in operation.  Enforcement of parking rules at Fullerton College is the responsibility of the Campus Safety Department.  Parking enforcement ensures that students and staff will have a reasonable opportunity for parking and that individuals without appropriate authority or who have parked in an inappropriate area will be cited.

Campus Safety personnel have the authority to issue parking citations under the auspices of the California Vehicle Code.  Therefore, parking citations issued on the Fullerton College campus have the same legal impact as those issued by the County of Orange or the City of Fullerton.  Individuals who receive parking citations and neglect to pay appropriate fines may not be able to register their vehicles.  It is important that individuals who receive parking citations take appropriate action to either pay the fine or file an appeal through the Campus Safety Department.

An unfortunate aspect of parking enforcement continues to be the adversarial attitude of some students and staff who receive parking citations.  Frequently, individuals who are unhappy with the receipt of a parking citation vent their inappropriate anger at Campus Safety personnel who are performing their assigned duties.  All complaints regarding parking enforcement should be directed through the appeals process to the Director of Campus Safety for appropriate review and response.

Reciprocity  

Staff and students are required to obtain parking permits from the Campus Safety Office which has authority over the location where they report to work or attend classes.  As a convenience to employees and students who use parking facilities at more than one campus, there is permit reciprocity among Fullerton College, Cypress College and the Anaheim Campus.

Help and Further Information

As a convenience to staff, students, and visitors, an abridged version of these policies is available on the Campus Safety web site which can be found under “Departments” on the Fullerton College main web site, www.fullcoll.edu.  Hard copies of the abridged version are distributed to all students who purchase a permit.  A full set of procedures is distributed to all staff.  As a courtesy, these parking guidelines are available upon request at the Campus Safety Department.  Changes and/or alterations to this policy will be effected through the Planning and Consultative Council (PCC). 

Students, staff and visitors can obtain further information at the Campus Safety Office.  The Director of Campus Safety is available to meet with students and staff regarding specific concerns and problems associated with parking and/or enforcement.

Parking Availability

The college provides approximately 3,531 student parking spaces and 585 staff parking spaces.  In addition, spaces designated as disabled, carpool, meter, loading and medical are provided throughout the campus; they are signed appropriately.

ENFORCEMENT PRACTICES

The Fullerton College Parking Procedures, the California Vehicle Code, and the ordinances of the City of Fullerton are in effect and enforced on the Fullerton College campus at all times.  Citations are issued according to the printed and posted regulations as appropriate. 

24-Hour Enforcement Zones

It is the policy of this department that all Red Zones, Fire Lanes/Hydrants, Staff Service Parking (M&O personnel – only), Disabled Parking, Loading Zones, and the reserved parking for the President and Vice Presidents, may be enforced 24 hours a day, seven days a week.

Disabled Parking

          A vehicle parked in a disabled stall must display a DMV-issued disabled parking placard.  A disabled visitor may park in any disabled parking stall, meter or student lot when displaying a DMV disabled parking placard. A current student, staff, or temporary parking permit is required along with a current state issued Disabled placard.

Staff Service Parking (generally campus and/or maintenance personnel)

          All service parking stalls and zones are enforced 24 hours daily, Monday through Sunday.  Vehicles displaying vendor/service parking permits are exempt from posted loading time restrictions.

          Fire Lanes/Fire Hydrants

          All roads and driveways on the Fullerton College campus which are fire lanes must be kept unobstructed and available to emergency response vehicles at all times.  Access to fire hydrants must also be maintained at all times.  Any vehicle presenting a hazard by obstructing a fire lane or a fire hydrant may be towed immediately.

          Red Curbs

          A vehicle may not park or stop at a red curb.  Most red curbs indicate a fire lane or emergency vehicle access route.

          Loading Zones

          Loading zones are identified with a yellow curb or yellow crosshatch and the words “Loading Zone” painted on the pavement.  Parking is permitted for 10 minutes to facilitate the immediate loading and unloading of material.  Loading zones for passengers are identified with a green curb.  If it is necessary for the vehicle to remain longer than 10 minutes, the vehicle should be moved to a service parking space.  The driver MUST obtain a service parking permit from the Campus Safety Office before parking in the service parking space.

Except for 24-hour designated areas, all parking areas are enforced between the hours of 7:00 a.m. to 10:00 p.m., Monday through Friday, and 7 a.m-2 p.m. Saturday.

Overnight Parking

Overnight parking is prohibited unless previously authorized by Campus Safety.  Only vehicles displaying overnight permits may park overnight.  Camping or residing in a motor vehicle on college property is prohibited.

Note:  Overnight parking may be arranged through the Director, Campus Safety, based upon specific justification.

Parking for Disabled Persons

Disabled parking spaces are available to individuals who have secured authorized disabled parking placards from the State of California.

The number and type of disabled parking spaces are determined by the Americans with Disabilities Act (ADA) guidelines and specifications.  Disabled spaces are marked in locations next to buildings and in parking areas closest to buildings.  Additional disabled spaces are marked close to buildings that attract a significant number of patrons, such as libraries.  Sufficient disabled spaces are designated to accommodate not only staff and students, but event patrons and visitors.

Disabled parking spaces are designated in parking structures on those levels with sufficient vertical clearance to accommodate modified vehicles.

Note:  Disabled parking is permitted in designated spaces, staff lots, student lots, carpool spaces, and meters.  Disabled parking is not permitted in the spaces reserved for the President and the Vice Presidents. A current student, staff, or temporary parking permit is required along with a current state issued Disabled placard.

Parking for Motorcycles, Moped, Motorized Bicycles and Scooter Parking

All motorcycles, mopeds, motorized bicycles, and scooters must park in areas designated for motorcycles, or in metered zones.

Grace Period for Enforcing Student Permits

Students without parking permits will be allowed to park in student lots (only) without citations for two (2) weeks at the beginning of each semester (excluding late start classes).

In summer school, a one (1) week grace period will be in force.  On a temporary basis, appropriate short-term parking will be designated for persons registering as new students.

PARKING RESTRICTIONS

A person operating a vehicle on Fullerton College property is required to comply with the California Vehicle Code.  The vehicle operator must obey all posted traffic controls, signs and signals, and the directions of any Fullerton College parking or Campus Safety representative.

Head-First Parking

All vehicles must be parked in parking spaces front-end first.  Maneuvering into a parking stall so that the front-end of the vehicle is at the stall opening can disrupt the flow of traffic in parking aisles and can be a liability to the District.  A citation is issued for failure to comply with this regulation.

Speed Limits

Campus speed limits are 10 miles per hour in all parking areas and 25 miles per hour on all roads and drives unless otherwise posted.

Motor Vehicle Access

Operating a motor vehicle on campus sidewalks, malls, lawns, or any surface not specifically designated as a campus road, street, or driveway is prohibited.  Only authorized vehicles have service access to these areas.

Removing Posted Signs or Other Markings or Warning Devices

The removal of any traffic directional or parking sign, fence, barricade, warning device, or other marker used to direct or control vehicle movement is prohibited.  In the event of such activity, a citation will be issued and further disciplinary action may be taken, including the filing of criminal charges and/or notification of the appropriate dean or vice president.

CITATION FEE SCHEDULE

Campus Safety personnel have the authority to issue parking citations under the auspices of the California Vehicle Code.  Therefore, parking citations issued on the Fullerton College campus have the same legal impact as those issued by the County of Orange or the City of Fullerton.  Individuals who receive parking citations and neglect to pay appropriate fines may not be able to register their vehicles.  It is important that individuals who receive parking citations take appropriate action to either pay the fine or file an appeal through the Campus Safety Department.

The current citation fee schedule is an addendum to this document.  It is subject to change, and revisions are posted in the Campus Safety Office.

Appeals Process

Any person who feels that a citation was issued in error may contest the parking citation by filing a notice of appeal at the Campus Safety Office.  An appeal must be filed in accordance within the timelines and the procedures set forth on the citation notice.

According to California law, disregarding the citation will result in the filing of a complaint and renewal of vehicle registration is contingent upon compliance.

All persons receiving a citation have the right to appeal within twenty-one (21) days of the date of Notice of Parking Citation.  To file an appeal, complete the form,  sign the statements, and return to the Campus Safety Office.  The results of the appeal will be mailed to you usually within ten (10) working days.

For individuals whose appeals are sustained, a further appeal to an outside mediator can be requested.  The fine must be paid in order to pursue the second-level appeal.

PARKING ASSIGNMENT PROCEDURES

The Campus Safety Department oversees the operation and maintenance of all parking facilities on the main campus.  In addition, the Department handles permit assignments and parking enforcement.

Staff Permits

Applications for parking permits for staff members are available at the Campus Safety office.  All applications for parking must be signed by the applicant.  Staff is expected to be familiar with and to abide by the parking regulations.  Questions concerning parking should be directed to the Campus Safety Department.

Student Permits

Permits may be purchased with cash, check, money order, traveler’s check, Visa or MasterCard.  Cash payments of $10.00 or more must be paid with bills; coins are not accepted.  If payment under $10.00 is made with coins, the coins must be wrapped, and the applicant’s name and student or staff identification number must be written on the outside of each roll.

Over-the Counter Sale

          The full permit fee must be paid at the time of an over-the-counter sale.

On-Line Purchase

          Students may purchase student parking permits on-line using Visa or
          MasterCard, or mail their payments. 

          Refund Policy

          Refunds are made on student semester permits only.  Petitions for permit
          refunds shall be directed to the Campus Safety Office for review and
          approval.  Time limits for such petitions will be established each semester
          by the Admissions and Records Office.  Once a request for refund has been
          reviewed and approved, appropriate reimbursements will be forwarded to
          the concerned student by the Bursar’s Office.

Permit Cancellation

Special Parking Arrangements

Conference and Special Event Parking

Upon request, the Campus Safety Department will, where possible, make special parking arrangements for conferences, institutes, short courses, and athletic or other special events.  Those organizing non-campus functions can arrange for parking on a fee basis.  Visitors who attend events which are not regularly scheduled, but are campus-sponsored, will not be charged, except for the Plummer Parking Structure.  To secure the necessary parking permits and space, a request stating the number of permits needed and the dates should be sent to the Campus Safety Office.

Parking for Contractors and Consultants

Unless otherwise specified by contract, contractors doing work within the campus are not allowed to use college parking facilities.  Space for parking, other than that which a contractor can utilize within the site of the construction work, must be arranged in advance.  Consultants not on the college payroll, but doing work for campus departments, may be issued parking permits on a space available basis.

TYPES OF PERMITS

All vehicles parking on the Fullerton College campus must display valid Fullerton College parking permits unless parked in metered spaces.  Personal notes left on vehicles describing reasons for parking on campus without a proper parking permit or for parking in an unauthorized manner do not constitute permission to park; these vehicles will be cited accordingly. All parking permits are issued solely by authority of the Campus Safety Department and are not transferable to other persons.

There is no guarantee of a parking space on campus for staff or students.  All parking is subject to appropriate availability.  

Student Permits

S General Student Permit 

S permits are valid in all general student parking lots.  A S permit does not guarantee the permit holder a space.  

Staff Permits

Staff permits are valid in all staff parking lots as well as student lots.

W Permit

          W permits are assigned for use in the W parking areas. A limited number of
          permits are issued to provide parking for W permit holders under normal
          circumstances; however, a W Permit does not guarantee the permit holder a
          parking space. W permits are not valid in other staff parking lots.

CP Carpool Permit

CP permits identify a carpool where two or more Fullerton College employees rideshare. CP permits are valid in an assigned reserved parking area.  CP permits are also valid in all general student and staff parking areas except T permit areas.  Carpool spaces are reserved for CP permits from 6 a.m. to 10 a.m.; after 10 a.m., CP spaces are available to others holding a permit for that lot.  The intent of the CP permits is that the permit holder has carpooled on the specific day the carpool stall is utilized. A valid Faculty/Staff permit must be displayed along with a CP Permit.

Emeritus Permit

          Faculty who have retired from the college are eligible to obtain
          Emeritus/Retiree permits and may park in any lot except T spaces. 
          Individuals may obtain these permits only if they are not currently employed
          by the College.

Special Permits

M Permit

Staff and students may apply for temporary medical parking permits (in exchange for their regular permit). The permit, when issued, allows staff and students who do not have disabled parking placards, but require access, to park closer to their buildings or classrooms.  Applicants must provide appropriate documentation from a physician, including the nature of the disability and the length of time that the individual will require access to the special parking.

The medical permit issued will authorize the recipient to park in any student or staff lot, except T parking areas, disabled spaces and metered spaces.

V Permit

Off-campus vendors and service providers who park on the Fullerton campus and perform maintenance and repair services for campus departments must display Vendor-Service Permits.  These permits are valid in designated staff and student parking zones. Vehicles displaying Vendor/Service Permits are not required to adhere to time limits posted in service parking areas.       

Vehicles with commercial license plates may park without fee in designated loading zones for the purpose of loading and unloading and must adhere to posted time limits.

          Daily Permit

          Visitors may purchase daily permits and park in the following lots:

  • Plummer Parking Structure   

  • Lots 4, 5, 6, 8, 10 Cosmetology Lot

  • Fullerton College Parking Structure

            One-Day Temporary Permit

          Departments may request one-day parking permits for their guests. Permits
          may NOT be used by Fullerton College employees or students.

Staff may request a temporary permit for special purposes.  Extensions may be approved by the Director, Campus Safety.

PERMIT DISPLAYS

Permits must be affixed to the vehicle’s front windshield, displayed from the rearview mirror, or placed on the driver’s side of the vehicle’s front dash.  Permits must be removed from vehicles upon expiration.  See instructions below:

Automobile

The window decal permit should be attached to the lower left interior of the driver’s side front windshield.

Convertibles, Vans, Trucks, Station Wagons, Motorcycles

On a vehicle with a rear window that may be removed or blocked by a camper unit or other vehicle equipment (i.e., defogger, sunscreens), the window decal permit should be attached to the lower left interior of the driver’s front windshield or, in the case of a convertible or motorcycle, the vehicle’s permit should be obtained from Campus Safety and maintained by the driver.  Permit information on convertibles and motorcycles can be checked by officers via the mobile radio system.

Hangtag Permits

Hangtag permits should be hung from the inside rearview mirror and be clearly visible from the outside of the vehicle.  If the vehicle’s inside mirror is not at the top and center of the front windshield, the permit should be hung from the visor or other object so that the Date of Issuance, Parking Lot Assignment, and Authorized Signature are visible from the outside of the vehicle.

Dash Display Permits

Some permits should be displayed on the front dash of the vehicle.  Permits of this type include, but are not limited to, special event permits, dispenser permits, and one-day visitor/event permits.  These permits must be displayed on the driver’s side dash and should be clearly visible from the outside of the vehicle.

PERMIT VIOLATIONS
Lost or Stolen Permits

Permits which have been lost or stolen should be reported to the Campus Safety Office.  Lost and stolen permits will be placed on the Lost/Stolen Permit list.  Recovered permits will result in a refund to the original permit holder.  A replacement for a lost or stolen permit may be purchased for $10.00 at the Campus Safety Office.

Lost or stolen permits discovered in the possession of another person or visible in a parked vehicle other than that registered for that permit will result in a citation: 

  • possession of a reported lost permit
  • possession of a stolen permit
  • possession of a counterfeit permit
  • possession of an altered permit plus “no valid permit” or “reserved violation”.

A new parking permit will not be issued to an individual in possession of a stolen permit until the citation is paid.

Counterfeit Permits

A counterfeit permit is defined as any item made to resemble a printed parking permit.

Upon discovery of a counterfeit permit in a parked vehicle, the Campus Safety Office will issue a citation for “Counterfeit Permit.”  A counterfeit permit need only be visible within a parked vehicle for that vehicle to be cited.  A citation is issued even if the permit is not properly displayed.

Altered Permits

An altered permit is defined as a permit issued by Fullerton College that is defaced or otherwise marked upon in an inappropriate manner.  Examples of altered permits include, but are not limited to, one-day permits where the date is erased or crossed out, or “white-out” or cellophane tape is applied to the permit’s surface.  Annual permits are considered altered if any of the printed information on the permit is changed, or if the lot designator on the permit is changed.

Upon discovery of an altered permit, the Campus Safety Office will issue two citations:  “altered permit” and “no valid permit” (or “reserved violation”).

Disciplinary and Criminal Actions

Campus Safety may notify the Fullerton Police Department, the Dean of Students, or the appropriate administrator so that further disciplinary action may be taken when appropriate.

The Campus Safety Department may discuss the consequences of possessing a stolen permit with the person in possession.  Criminal charges may be filed with the District Attorney.  The individual, if a student, is referred to the Dean of Students.  If the individual is an employee, then the appropriate administrator is notified.
